The 3 year work programme will focus on technological issues facing New Zealand relating to trust, inclusion and innovation.
Over 3 years, the Digital Council will focus on the medium to long term issues facing New Zealand, spreading its research and advice across the following 3 broad themes:
- Year 1: Trust
- Year 2: Inclusion
- Year 3: Innovation.
Work programme for Year 1: 2020
The Digital Council’s work in 2020 will focus on trust in digital technologies and data. The Council will deliver an interim report outlining its early and emerging findings in July 2020, with a final report in December 2020.
Phase 1 — building foundations
The Council will begin by agreeing and defining key concepts and terms such as trust, trustworthiness and social licence. It will undertake a short, targeted literature review and meet with some stakeholders to consolidate the work and identify published studies. It will also undertake research and develop an engagement plan.
Phase 2 — testing and developing
Following publication of the interim report, the Council will discuss and test its early findings and assumptions with New Zealanders, drawing on the phase one engagement plan.
Phase 3 — bringing it all together
Following engagement, the Council will collate and analyse the information gathered over the year to finalise and publish an evidence-based report and recommendations for New Zealand.
Final report for Year 1
The final report will feature:
- an understanding, supported by robust evidence, of the levels of trust and social licence in New Zealand in relation to digital and data-driven technologies
- a picture of those areas where trust is strong and needs to be maintained and the areas where there are gaps in trust that need addressing
- clarity on how increased trust in digital technologies benefits the public and private sectors as well as individuals, small to medium sized businesses and primary industries
- recommendations on the practical steps needed to bring government, industry, communities and citizens closer together to address the issues identified.
The Council will deliver advice on other topical issues identified either by government or by Council members such as the longer term digital and data issues relevant to New Zealand’s COVID-19 recovery.
