Driving down the cost of digital in government

Cabinet has agreed the Government Chief Digital Officer (GCDO) will lead digital investment and procurement decision making on behalf of most Public Service agencies and Crown Entities.

The GCDO’s key priorities are to:

  • lower the costs of information and communications technology (ICT)
  • support better digital services.

The GCDO will be responsible for developing a Digital Government Target State, with all Public Service agencies and Crown Entities required to align their digital investment and procurement toward this target state.

The GCDO will also procure ICT on behalf of most agencies, deliver key reusable digital system assets on behalf of agencies, and lead the use in government of data for digital service delivery.

These changes will enable government to move from:

  • a system where digital investment is duplicated across multiple agencies, to one built around common platforms and standardised procurement
  • a large, fragmented technology footprint, to a consolidated, joined-up government technology footprint, and
  • from an inconsistent experience of government digital services to customer-centric government digital services.

Proactive release

The ‘Driving down the cost of digital in government’ Cabinet paper and the ‘Cabinet Economic Policy Committee’ Minute of Decision have been proactively published on the Department of Internal Affairs (DIA) website.
