C3 (Common Capabilities and Cloud) Programme
Delivering new, modern, secure and fit-for-purpose channels, catalogues and services on Marketplace — to replace the expiring Infrastructure as a Service (IaaS) and Telecommunications as a Service (TaaS) Common Capability agreements.
What’s the plan?
The Infrastructure as a Service (IaaS) and Telecommunications as a Service (TaaS) Common Capability agreements will expire in late 2026. The agreements are for NZ government agencies to purchase commonly needed ICT services from approved suppliers.
DIA is the lead agency and is acting on behalf of the Government Chief Digital Officer (GCDO). DIA is developing replacements for these solutions which will be offered on Marketplace.
How’s it going?
Market feedback has been sought and received and is now being analysed.
New Marketplace channels are being developed:
- Infrastructure Services
- Telecommunications Services
- Managed Security Services.
Guidance and documentation is also being developed to support these channels.
What’s next?
Early
The following will be published:
- the final Collaborative Marketplace Agreement (CMA) Part 2: Terms, Services Taxonomy, Services Listings templates and related documents
- a Notice of Procurement on Government Electronic Tender Service (GETS).
The new Marketplace channels will be launched with briefings for suppliers and agencies to explain expectations and operations.
Mid
Information sessions will be held for eligible agencies to prepare for procurement through the new channels.
Suppliers and agencies will be notified of approved services listings and transactions can begin for the approved listings.
