If you follow the work of 18F in the US, you might be interested in their new Web Design Standards playbook. Like many governments, the US is shifting their focus to meeting user needs.

The standards use open source UI [user interface] components and visual style guide to create consistency and beautiful user experiences across US federal government websites.
